Under add alternative racial traits, there's something call Versatile Human. Question is can a half-elf or half-orc use that trait?

Versatile Human: While they lack some of the training of other humans, the natural talents of versatile humans more than make up for this lack. Replace the +2 bonus to any ability score, the skilled racial trait, and the bonus feat racial trait with dual talent.

Being that you have to have the prerequisites to be replaced, I would say no.

I don't think so, since it's listed as an alternative racial trait in the section on humans.j

Plus, half-elves and half-orcs don't have the skilled racial trait to trade out for it.

No. It doesn't matter that it's a Human racial trait*. They don't have the other racial traits to replace. Just like how a human can't take both Adoptive Parentage and Heroic racial traits, since they both replace the bonus feat.

*Versatile Human is not a racial trait, it's a racial subtype

No, it is an Alternate Racial Trait.

EDIT: Actually, it is both. The "Subtype" is a bit of a misnomer, as it effects your Subtype in no way. It is a combination of Alternate Racial Traits.
