I can understand that. The good news is that it can only do it once per encounter, and only when it is below half hit points.
In that case, it's not even that unusual. Lots of tough 4e monsters can heal themselves. Maybe this one does it a little better, but it is a dragon after all :)
I admit I haven't played 4E enought to run across any, other than a troll or two. I want to play more though. It's really fun to DM.
