Is the Flame Blade considered exactly like a scimitar (1H weapon, matters of proficiency, Arcane Strike, Weapon focus : scimitar and Improved critical : scimitar apply) ?
Is it considered a touch spell (Light weapon, no special proficiency needed, Arcane Strike does not apply, Weapon focus : touch spells and Improved critical : touch spells apply) ?
Or a mix/cumulation of both and in which measure ?

Yes.
You wield this blade-like beam as if it were a
scimitar.

No.
Attacks with the flame blade are melee touch attacks.
Touch spells is somewhat different. E.g. you cannot cast spells while holding a touch spell without losing the held spell. You can cast a spell move and deliver the touch spell, in that sequence with touch spells - that you cannot do with the flame blade

In all respects it counts as a weapon - specifically as a scimitar. You can spend feats to improve it and can even enhance it with spells or feats like Arcane Strike.

Except for the touch attacks, I always treated it like a scimitar. Weapon Focus(scimitar) gives the standard +1 bonus just like it was a metal scimitar.
Although, since it is a touch spell it is considered a light weapon, so Weapon Finesse can apply.
I house-ruled scimitar onto the Finesse list (particularly because I'm running Legacy of Fire and wanted to encourage scimitar use, but mostly based on my own swordplay experience).

I'll agree with you on that.
The light mace weighs the same as a scimitar(4 pounds), but is considered a light weapon. It's a frikkin' iron ball on a stcik! No way should it be a finesse weapon.

Or you could use the Dervish Dance feat from the Qadira PFCom which allows you to use your DEX mod instead of your STR mod to BOTH attack and damage with a scimitar.
