The Web Fiction is always the featured Paizo Blog on the day of its release.
We do this to promote the web fiction. We also do it because there are only so many hours in the day, and when the editorial staff is writing and editing blogs they aren't working on other products.
Not every blog is going to work for everyone: If you don't play PFS, most Mondays aren't going to scratch your blog itch. If you don't like miniatures, most Friday blogs aren't your favorite. And if you don't like Pathfinder Tales, most Wednesdays are going to be a disappointment.

Also, it should be pointed out that the web fiction is the only blog that costs us hundreds of dollars a week. As such, we naturally want to showcase it as much as possible! It's also important to folks (especially me) that as many people see it as possible, as the comments we get help determine the overall direction of Pathfinder Tales.
Ross is right--Paizo's a collective of a bunch of different things, and we want to make sure we cater to RPG folks, minis folks, fiction folks...

I totally agree with putting it up on the blog. The web fiction is a great way to showcase authors' work, and many wouldn't know it was there if it wasn't announced and discussed in that more visible forum. And like James said, they're putting money into this... it's a payoff for Paizo to develop a readership.
As to the story, while I love Hugh Matthews writing style, this seems to move a little slowly for a web fic piece. The point of view is non-specific, which is not my favorite, and I found myself trying to figure out who the protagonist was. I love the trickery and the fact that the "devious plot" is smoked out way before it even really got going (thievery-wise). Foiled plot as a story hook works well!
