Witch hit with Baleful Polymorph... are hexes still avail?

Situation: A witch is hit with Baleful Polymorph, fails fort but makes will save. Say transformed into a sparrow.

Seems clear casting normal witch spells is problematic, but can the witch still use Hexes since Hexes are SU? And so SU then do not not have Somatic, Verbal, Material? (also what if witch has eschew materials feat)?

Example evil eye? What about Cackle? seems is sound needed? but what about a bird 'laughing'?

Most hexes are still available. As you said they are SU abilities.
Only those requiring specific appendages or physical form will not work.

Cackle requires the witch to cackle audibly (there is an FAQ about that), but many birds can do that.

The Exchange

Years ago a couple of friends and I teamed up for the Cheese Grinder (a survival tournament) at a local con. Two got baleful polymorphed into frogs (made second save) in the first room. The organizer/creator had assumed that would mean two "dings" of the bell which indicated a character had died/left the game. Nope, said the two. We're staying in.

The witch started hexing everything in sight, and the evangelist cleric kept dancing (inspiring courage with visual components).

A couple of rooms later - and a couple of deaths of other characters later - a wizard joined the table who had break enchantment memorized. He returned the witch to normal, who returned the cleric to normal. The cleric was memorialized as "the celebrated dancing frog of Fulton County."
