What is the effect of Rod of Wonder's 'Gust of Wind' effective Windstorm force?

Basically I'm asking this:

Per the Spell (1st edition PF) 'Control Winds'- A windstorm (51+ mph) drives most flying creatures from the skies, uproots small trees, knocks down light wooden structures, tears off roofs, and endangers ships.

What exactly is the possible effectiveness of Windstorm Force against 'creatures' other than as per a normal Gust of Wind effect? Is it still limited use against creatures smaller than Large creatures?

I realize this is mostly just speculation of course, but I'm curious of thoughts on this. Especially from GMs who might have to rule on this at some point.

Windstorm blow away small creature if they failed the fly check


the [expletive deleted] Rod of Wonder only $12000.
16–20 Gust of wind:K2, but at windstorm force (Fortitude DC 14 negates).
The spell contains the effects, but in the line Area of Effect from the caster to a whole 60ft a Fort 14 negates all the effects... otherwise it's mostly effective on small or smaller creatures ('windstorm' Fly -8 is up one wind category from 'severe' Fly -4 for Fly Chk DC25).

Wand of Battering Blast:K3@5[50] $11250 rng:35ft rngd tch atk (2d6)[frc] & CMB +6 Bull Rush 20ft base with Rflx 14 to avoid prone.
Wand of Lightning Bolt:K3@5 [50] $11250 rng 60ft line (5d6)[elc] Rflx 14 for dmg/2.
