Do these 2 feats stack?
Nomadic Halfling says:
You gain two additional languages of your choice, chosen from among the common and uncommon languages available to you, and every time you take the Multilingual feat, you gain another new language.
Gnome Polyglot says:
When you select the Multilingual feat, you learn three new languages instead of two.
What order do you apply these in?

I'd allow it. Look at the overall interaction, since Multilingual itself works like this:
1. You get 2 languages.
2. If you are Master, you get +1 language.
3. If you are Legendary, you get another +1 language.
Gnome Polyglot changes #1 to 3, without touching anything else. The other +1's from Multilingual still work as usual.
Nomadic Halfling adds +1.
I don't see any conflict there. The order would be Gnome Polyglot first, simply because it's altering the base number in Multilingual, but for practical purposes the order doesn't actually matter since the math works the same either way.

Regarding stacking, the things that don't stack are bonuses of the same type, penalties of the same type, and values of conditions with values.
Gnome Polyglot adjusts the number of languages that you gain when you get the Multilingual feat.
Nomadic Halfling gives you the Multilingual feat, but has additional languages that it gives on its own. Those additions are not in conflict with any changes to what the Multilingual feat does.
