Item bonus to AC? Against a fireball? What?

It's basically super bulwark.

Normally for a Reflex save you just do d20 + prof bonus + dex + item bonuses to saves + other bonuses, etc.

Guardian mastery lets you replace dex with your armor's item bonus to AC, which should be +9 at that level (+6 base from full plate, +3 item bonus from runes), so long as it's against a damaging effect.

Oh wow. And here I thought the item bonus was JUST the runes (max +3).

Nah, armor gives you an item bonus to AC by default:

"This number is the item bonus you add for the armor when determining Armor Class."

Notice that the wording on potency runes on armor says they increase the armor's item bonus, unlike in weapons where they give the weapon an item bonus outright.
