Am I missing something obvious here?
The various investigations into the murders (starting on page 32) have a single skill check, and then "minor","moderate","major", and "false lead" results.
Is this a sub-system described later on the book, or maybe a different book? OR should these be the results of a failure, success, critical success and critical failure (respectively) of the skill check, and somehow were tabled wrongly?

Oops! We could have been a bit more clear about that, but the explanation you're looking for appears on page 88 of the adventure, which ties into those murders and includes full rules on the "Search for Clues" Exploration activity, which details what sort of clues or false leads you'll find (this page also includes four sets of "generic" clues that apply to all of the murder scenes; the ones in the adventure are specific clues for each individual murder).
EDIT: There's a sidebar called "The Murders Begin" in the adventure on page 31 that also helps clear up how this investigation system works.
