Dominicus Rell - How to use the man?

Hey there fellow Taldans!

Our WftC Campaign is going to start in just a few weeks, we're running it in 2e using Ediwir's excellent conversion module.
I've been lurking on the forums here, reddit and the discord server to gather some ideas, tips, and any other possible useful tidbit to make it a memorable experience.

While browsing, I read Ceejay comment on Dominicus Rell, and how he's so mysteriously absent from the AP. The guy's a very interesting subject: head of the secret services, one of the closest advisors to Stavian III, and since one of my players is going to play a Lion Blade, I'd love to flesh him out some more. Did he know about the Exaltation Massacre? If he did, why didn't he intervene? What are his interests in the conflict?
We know that, as for "canon", he becomes one of Eutropia's closes allies and advisors.

And most importantly: did you introduce him in your campaign? Was he a major figure or some background character?

I haven't added him sadly, but his absence has been noted by one of my players who is convinced (and terrified) that they're going to have to go up against him at some point. But if there ends up being any cool ideas in this thread I might just steal them.
