Can a kineticist with Cyclonic Ascent carry one or more allies aloft? If so, what are the rules covering such a scenario (and if there aren't any, how might you run it)?
What are some possible practical uses or clever abuses of carrying an ally or allies aloft?
Insofar as I can tell, only bulk limitations would pose as a potential barrier.

I'm not sure that I would allow carrying passengers with just the level 8 version of Cyclonic Ascent. I could probably be talked into it for lightweight characters.
I would insist on using the Riding Sentient Creatures rules that means that both the Kineticist and the passenger would lose one action each round.

Just as well, dangling by a rope means you have to spend an action to hold onto the rope, on both ends of the spectrum, which is basically the equivalent of Riding Sentient Creatures.
And given that Cyclonic Ascent has a Heightened (14th) that lets you target other creatures to receive a fly speed, the idea that you should be able to take other creatures with you without issues is absurd.

I'd call out the munchkinry and use the Riding Sentient Creatures rules anyway.
You wouldn't even resort to the vehicle rules first?
It'd be too cool to start ramming enemies with my flailing friends flail. XD

Bulk of Creatures gives you their Bulk. You would add their creature bulk and the bulk they are carrying to your current bulk and compare it to Bulk Limits to determine if it is possible and if you are encumbered.
