S03-16 boon Averted Mauling grants an non-magic item up to 400gp, but PC has to go to Ustalav.
Does it require a module happen in Ustalav, or any downtime can fullfill the requirement?
Averted Mauling: By saving the half-elf courtesan Markov Rutowski in Ardis, you gain a political favor you can trade in while in Ustalav. Within the Immortal Principality, you may trade this political favor for any non-magical item worth up to 400 gp, including but not limited to masterwork weapons and armor and courtier clothing and jewelry.

There are a few scenarios & modules that take place in Ustalav.
The first being the entire Carrion Crown AP.
Module: Carrion Hill (Sanctioned for levels 4-6)
PFS Quest: Phantom Phenomena (Level 1 PCs)
PFS Quest: The Silverhex Chronicles (Level 1 PCs)
#6–23: The Darkest Abduction (tier 7-11)
#8-07: From the Tome of Righteous Repose (tier 3-7 & depends on which path you take)
#47: The Darkest Vengeance (tier 1-5)
Looks like all but the Quests you can do.

One way to get around the nation requirement for items & boons is to choose the item you want at the end of the adventure after receiving the chronicle, but before you leave the table.
For example, you were in Ustalav when you received the chronicle at the end of the scenario. Since your PC is still considered to be in Ustalav at that time, trade in that favor then and there before leaving the nation.

For example, you were in Ustalav when you received the chronicle at the end of the scenario. Since your PC is still considered to be in Ustalav at that time, trade in that favor then and there before leaving the nation.
That doesn't work very well if one receives the chronicle some time after playing (delayed from online venue, lack of GM prep, etc.)
Not saying it's the case here, as some things have improved over time but I can recall times in the past year or so where it's taken months to get a chronicle.
