So I am looking at running this adventure path, and I would prefer to grow characters from level 1 rather than just building characters at level 11. As with most people, I do not have much time and I am a bit lazy. Are there any APs and/or a string of individual adventures that you think would work best to build the PCs in preparation for getting their Harrow card?

While it's true that Abomination Vaults is probably the easiest one, since it ends, geographically, pretty close to where Stolen Fate starts...
...ANY 1st to 10th level Adventure Path will work fine. The PCs can find the cards and have their vision that starts Stolen Fate anywhere in reality, and then however long it takes them to get to Absalom to start the new campaign is irrelevant, whether you hand-wave that and say "And 4 months later you arrive at Absalom" or you want to roleplay out the journey.
