Being good is much harder than being evil.
Evil is usually the easy path, and focus on your own self interest.
Being good means looking out for others and protecting them from the world as best as you are able (you're not required to get yourself into situations "above your head").
On that premise, an antipaladin rising should be very difficult in comparison to a paladin falling. At least IMO.

Both falling and rising are not much about actions taken as much as they are about a change of Heart.
A paladin doesn't fall because he "performed the wrong action" as much as because his morality has bent to the point where certain actions become justified in his mind.
When it comes to Rising, why the action was performed is way more important than what action was performed.
Self serving "Good" actions are not Good.
Good actions in the service of evil are not good.
Good actions performed strictly because you want your worldview to trump someone's else worldview are not good.
Evil people and Antipaladin are bound to perform what could be considered technically good actions on a regular basis, either because they serve a nefarious purpose down the road or even just for keeping appearances.
Rise requires repentance and amendment.
I have an antipaladin that he is trying to redeem in one of my games.
The change of heart has been the catalyst for "falling" as an antipaladin, but he is still Lawful evil and he will have a whole backlog of evil deeds to redeem himself from, like taking 4 damnation feats, having an active infernal contract that so far required him to damn 10 souls to hell (which he did already) and corrupt an artifact of good which he was halfway through doing.
Also I got a Morrigna involved.
Somehow corrupting his soul to that degree and then having a change of heart after already reaping the benefits of his corruption is not sitting well with the Psychopomps and they are considering it an attempt to escape rightful judgement.
