Kitsune White haired Witch Flavor.

What do people think of allowing a Kitsune White haired Witch to grow out her tail instead of her hair? The game mechanic would be exactly the same just a different flavor. Its also something I seen in many Chinese and Korean Movies and dramas with fox people, having them grow their tail very long and grabbing people.

If it's the same mechanical effect, just described differently but reasonably, that's called 'reflavoring.' And that is a perfectly fine way to do it... like making a paladin and calling it a samurai.

I agree with Te'Shen. as long as it doesn't give a mechanical advantage, there is no problem.

On a kitsune, that sounds very reasonable. I'd be more hesitant to allow it on any race that doesn't have hair at all, like a tengu.

(because I support reflavoring, but some reflavors make more sense than others, and for the sake of worldbuilding not every flavor is suitable for any campaign)

I understand your hesitation, but I'd go so far to say if the theme fits and you aren't tinkering with the mechanical aspect, then it could still work.

Picture a Tengu with little shards that he controls because that's his 'sword will' or whatever, or maybe he has animate chains like Spawn does, they just happen to be smaller (thus the reach of 5' in the beginning). If you get creative, and stick to your theme, a lot of things can be reimagined to work... OH, maybe even a feathered cape in the vein of Doctor Strange's cloak...

Then again, I do appreciate that flavors are very much a taste thing... and everything should be flavored to taste wherein everyone has slightly differing palates.

Then again... again, I can see a Tengu in a Tolkien-esque game being right out...

That's actually explicitly allowed: "Witches of races that do not normally have hair can become white-haired witches, in which case, they supernaturally grow hair."

On the original question: I'm not even sure I'd call that reflavoring - the tail is still cover in hair after all. Mix in the above FAQ, and the fact that the Prehensile Hair hex (which I presume was the inspiration for WHW) works with eyebrow, moustache, and beard hair, too, I'd call using the hair on a tail for WHW to be within both rules and intention!

Tengu: feathers animate and dance, swirling from your shoulders like small clouds of falling leaves, only to snake out towards your victim

You could also reflavor it like an aberrant mutation, re-writing the nature of the witch archetype altogether. Your patron visited you in person, it's avatar a mass of flesh and eyes and colors nor mortal was ever meant to see. Now, ever since your encounter the flesh upon your arms seems to whisper and twitch.

At your will, when threatened, you can direct this skin to form long, ropy tentacles that can slam or grab your opponents. As they are an extension of your own body the weird, virulent energies you can inflict upon others (your spells) can be delivered through them as well. While you revel in your power, the common folk and even some of your allies fear what you're becoming.

I mean, get crazy with it. Maybe your body is covered in dozens of mouths and their teeth form chains that wound or grapple; maybe its your tongue or your warts. If your PC has wings, even if just for gliding, perhaps its a specialized wing attack. So long as your GM is willing to work with you and the mechanics aren't being changed, sky's the limit.
