Does gaining "access" to an uncommon item allow an Alchemist to Craft it?

Specifically, in the Pathfinder Society Guide the Vigilant Seal faction has an uncommon bomb, Alignment Ampoule, that PCs can gain access by being "liked" by the Vigilant Seal faction (i.e. 20+ reputation with VS). My question is:

If my alchemist gains this access, does this mean:

a) He can now craft the bomb (whether using Advanced Alchemy, Quick Alchemy, or downtime Crafting). If so, I assume he has to buy the formula but is it just the normal formula cast for a common item of that level?

b) He can now purchase the bomb, just like any other non-alchemist with access could do.

c) Both a & b.

d) Something else I haven't thought of.

C. Buy the bomb and/or get the formula for the bomb to make your own.

So I believe it is C as well.

The question I have is if you have access to an item, can you select it with things that say to choose from Common options. For example, Alchemical Crafting lets you choose 4 Common formulae. If you have access to an Uncommon item through something like Home Region or World Traveler, then can you select its formula with the feat?

The part that says the option is common for you seems to mean yes, but I'm not completely sure.

Do note that access that comes with a purchase limit (like some chronicle sheets) does prevent you from purchasing or reverse engineering the formula.

Not relevant for the Alignment Ampoule specific question though.
