For those that have the book and had a chance to look at it:
Under the effects on flying creatures, it says if a creature "attempts to Fly, they must succeed at an Acrobatics check to Maneuver in Flight": Maneuver in Flight is it's own action though so does it spend an action to Fly then an Action to Maneuver in Flight?
I assume the RAI is that it's only 1 action, as a failed roll to Maneuver in Flight disrupts the Fly check and it mentions what happens "If all the creature’s attempts to Fly are disrupted" and flyers could normally only roll once if it take 2 actions per Fly attempt.

I think the intent is that the fly action is for normal flying, and maneuver in flight is for fancy flying - the GM determines the effects of success/failure/etc with maneuver in flight.
It is one action that replaces the fly action.
For example, if a character with a fly speed of 30 wants to fly against the wind, they use 1 action to maneuver in flight - the GM might decide that on a success they move 30 feet, on a failure they only move 15 feet, and on a critical failure they fall out of the sky - this movement (or lack of movement, depending on the results) is part of the maneuver in flight action.

The way it is for the feat in question, you set off fireworks and when a flying creature in the area tries to Fly, it has to make the Maneuver check or the Fly action is disrupted. I agree with you on what the intent of Fly and Maneuver seem to be, it's just that the wording of the feat in question seems to be using Maneuver as a non-action check for Fly instead of it's own action. It would make SO much more sense if it did say to make a Maneuver in Flight action instead of Fly action but its worded as if you're doing both actions.

I think the key here is that it doesn't say they must Maneuver in Flight (either now or as their next action), but rather that they must "succeed at an Acrobatics check to Maneuver in Flight."
Nowhere does it mention the action cost, so it can be assumed to be 0. Same with activities. Or, perhaps a better example, we have something like battle medicine, which tells you to make a medicine check that restores the same HP as treat wounds. You don't have to pay the action cost for battle medicine and then also pay the action cost for this medicine check based on the action it mentions. Yes, the wording's slightly different, but it's close enough that I think it's a good example.
