Put in payment info a dozen times, don't matter. It want a billing address (despite how it's a pdf).
Put in address, then it says I have no payment info. Put in payment info, now needs billing address. Repeat endlessly.
So I put in a billing address 1st, despite how that option isn't normally there on the first go. Then put in payment info again without clicking to confirm the address, and despite how it was right there already, and suddenly it was able to buy things.

Had similar at one point, cleared my history, and cookies etc and it seemed to have fixed it.

I am having a similar issue now as well.
I'm trying to remove my saved method of payment because the card was compromised and I had to replace it, for whatever reason I can't delete the current payment method and replace it with a new one - every time I put in the information and hit update, nothing happens.

AFAIK that is by design. I have never been able to remove a payment method it it was assigned to subscriptions even if I added a new method first and tried to change the subs to the new one. The system simply won't let you make those kinds of changes. I've had to contact CS numerous times about this issue over the years and they have to do it manually.
It is similar to how you cannot unsubscribe to anything yourself. It has to be done manually by CS. IMO, this is to make it as difficult as possible to unsubscribe so maybe you'll just give up and keep it.
