Does a boon exist that gives PFS2 characters access to this feature from the Lost Omens Character Guide? I cannot find it.
Character Options for LOCG lists:
Ancestries: All ancestry options are of standard availability. As the hobgoblin and lizardfolk ancestries are uncommon, this means they are limited to boon access through Chronicle Sheets or the Achievement Point system. The leshy ancestry is open to all characters; however, all other leshy options follow the standard access rules.
All other options are of standard availability unless specifically noted otherwise
Arcane Tattoos are not otherwise specified, so they are of Standard Access meaning that Uncommon and Rare options you just need to meet the stated criteria. Arcane Tattoos (Uncommon) list the following access requirement:
Access Varisian ethnicity or New Thassilon nationalityYou select a Home Region during character creation, which will qualify you for access to that feat.
This is also the stage at which you should choose your character’s home region (Core Rulebook 420-429), and in the case of human characters, your ethnicity. (Core Rulebook 430-431). Choose one nation (such as Varisia or Taldor). You are considered a citizen of that nation. For the purpose of fulfilling prerequisites and Access conditions for uncommon character options, you are treated as being from that nation as well as the larger region in which it’s found (such as the Saga Lands for Varisia or the Shining Kingdoms for Taldor). Thus no boon is required for human characters of Varisian ethnicity or New Thassilon nationality that choose those as their home region.
Edit: I believe the World Traveler boon, purchasable for 20 AcP, also allows a character to be considered as being from a region they did not select with their Home Region during character creation. The full text of that isn't on the PFS FAQ, though, and I don't want to buy it.
You are treated as being from a particular region for the purpose of accessing character options. Cost: 20 Achievement Points
