Yes, Pest Form makes you into a house cat. You can't fight as a house cat, since the spell doesn't grant you any attacks.
Animal Form however lets you shift into a big cat, like a Lion or Tiger, and grants a strike for you to use.

Correct but. Pest Form doesn't stop you from using any other attacks you have. Like for example Fist - which despite the name is not linked to any specific body part so yes you do have it. Where as Animal Form and all the other battleform spells do. Its explicitly in each spell.
So technically house cats can grapple, trip, shove and escape, but lions (from Animal Form) can't. Of course most people ignore that as stupid. But it is there.

Though it doesn't really define which polymorph spells are battle forms and which aren't.
Animal Form and Righteous Might are. Because they say that they are in the spell description.
Fiery Body doesn't actually say 'battle form', but it does say 'this form' when it specifically allows you to cast Produce Flame. Can you cast other spells normally?
How about Humanoid Form? It also uses the words 'this form'. Though it doesn't give any attacks that you can use. Or a defined AC. Or any of the other things that I would associate with a battle form.
The best distinction that I can come up with is that a battle form is a polymorph effect that has a listed AC, attacks, and/or other stats like a bestiary entry would have.

An actual definition of the term Battle Form?
It is a label referenced in the polymorph trait that is a subset of polymorphs. But it is not defined except in each individual spell. That is Dragon Form, Animal Form, Dinosaur Form etc all state that they are Battle Forms. The exception being Pest Form which does not identify itself in its own text. However Rat Form does identify Pest Form as a battle form. Clearly something was missed there or that is a mistake.
So no. Enlarge, Fiery Body, and Humanoid Form are polymorph spells but not Battle Forms
In practical terms it is as you (breithauptclan) say.

Yes its more than a bit odd. It clearly shouldn't have the text Battle Form but it does.
If you are getting confused then that is the right response.
I suspect Paizo will need to come back and errata some of Pest Form/ Rat Form/ Apex Companion.
