Is it ok to change the Adept such that, as the GM, I declare they're casting Arcane instead of Divine spells? I might also switch a couple of the spells on their spell list to represent more Arcane spells, but keeping with the class I wouldn't choose particularly optimal spells.
I just thought it'd be cool to simulate a "Magus" by giving an NPC levels in Adept and Warrior, give them Two Weapon Fighting and say that they could use TWF to cast a spell while also making an attack, but otherwise didn't have any of the Magus powers/abilities.
If there's no Arcane NPC classes I'll just give this NPC kobold levels in Magus instead. It's just that Kobolds are CR -3 instead of CR -2 when they take NPC classes, so a Kobold Adept 3/Warrior 2 is actually CR 2, not CR 3. Anyway, let me know what you think.

Absolutely.
The NPC classes are designed to be easy to use as a GM. Divine casting means they automatically know every spell on their list, but that's not an in-gsme mechanic, it's a GM-helper mechanic.
This particular Adept may focus on Fire spells, or Divination spells, or whatever else you need it to.
Warriors are proficient with all Martial weapons, but maybe this group of mercenaries use Crossbows instead of Longbows. It's mechanically worse in every way, but this group never trained with Longbows, so Crossbows it is.
Experts are actually more obvious with this since they can choose their own class skills, so ... good job Paizo =)
The point is that these classes are extremely simple templates to work with that facilitate the GM's creativity. If you want them to be Arcane, they're Arcane. You could even make them Psychic, or Alchemical.

Also, you could make them an actual Magus if you want. Just remember the PC classes are a bit more powerful.
Maybe you could just give an Adept Spell-Combat and Spellstrike. It'll make them stronger than an Adept, but still weaker than a Magus.
The "You're the GM do whatever you want" argument is absolutely fine for most of the gsme anyway, but for NPC classes it's actually baked into their design.
