If you play in at least one volume of EC, you get a discount on a Shoony character option. Do you still need to own a volume of EC to be able to play the character in PFS?

From the Character Options page:

Ownership of Adventures or Adventure Path volumes is not required to use Character Options printed on Chronicle Sheets in the Pathfinder Society campaign, as long as option rules are referenced from the official Pathfinder Resource Document (prd). Characters must still have a Chronicle Sheet from an Adventure to use options from that Adventure.

So, no, you do not need to purchase the AP to play a shoony, as long as you have the boon.

Shoony is a weird edge case where you can also get the option without having played the AP; the same rule applies there (if you have the boon you don't have to own the book).
