If you are Quickened 1 for 1 round, it doesn't do anything, as the effect stops just before you gain your actions.

I'd probably change it so Nhakazarin is either quickened on her next turn, or she gains an additional action that can only be used this round to make a jaws Strike or Cast a Spell. The former is more powerful, but comes at a delay, while the latter is immediately useful but ends up being a one-shot heal with no action loss. Both could be quite good.

Since the intention is to give her one extra action, that is, give her back the action she just spent consuming masterpiece...
I'd just change Consume Masterpiece into a free action and drop the "and is quickened 1 for 1 round" language.

The end result is likely much the same as the writer intended, just bypassing the "spend one action to get one back" complication for something much more straight-forward.
