[Metaphysics] Purpose of Meterial plane and pre-aligned mortal races

Hello everyone.
So, i am currently studying various wiki articles about the Great Beyond to better understand cosmic order of things. It is generally stated, that Material plane was installed to act as filter and nonsentient and thus unbiased distributor of souls among major planes (Outer Sphere). Unaligned soul gets in, gets aligned through it's actions as mortal, then dies and departs towards its final destination. And fitting this scheme of things are all major sentient races of Golarion, who all are described as not leaning to any particalar alignment. But then we also have other sentient races, most notably various monstrous races, such as orcs, goblinoids, cyclops or serpentfolk, who are nearly unanimously evil. Yes, sometimes it is merely a byproduct of harsh external circumstances, which shaped their society and culture that way. But Bugbears, for example, literally feed on sense of fear of others, it is part of their biology.

This all brings me to the question: what is the reason to exist on Material plane for any native pre-aligned mortal race? Has this subject ever been touched here on forum before, any devs commented on that issue? And what are your thoughts and ideas about Material plane and Mortality in the Great Beyond?
