Just an idle crossover idea. When the Daleks and the time lords went to war the damage to time resulted in the gap and lost memories along with Golarion being time locked like the 5th planet in our system was to stop the Fendahl. The loss of Golarion, the gap it was all done by the time lords to stop a Dalek plot to awaken Rovagug in the belief they could use him.

Meh... I mean, I like Dr. Who, but... making it all about the doctor just cheapens the story.
Like, the gap being mysterious is a huge draw for story ideas for me. The closest to a 'good' explanation for the gap is the gods found a way for Pharasma's spire to not pierce the edge of the universe and let in the things beyond who will destroy existence.
I'll be honest, Dr. Who sounds paltry and insignificant compared to that. It would be a disappointment.

Actually i was thinking more the expanded world not just the doctor part of it or what we see in the show. Multiple time aware races, the guardians, the eternals who had tech in advamce of Gallifrey, mutliple dimensions, sentient TARDIS'S that ate time lords, the referenced nightmare horrors created in the war, beings from the universe before this one. There's quite a bit that actually works with pathfinder lore. Anyway as i said just an idle crossover idea. You can use it, ignore it or combine it with your idea in a tengential way as just one of the fronts/sides of the greater conflict. A group say followers of Rovagug managed to get one of their number ascended during the time war/gap and the new god briefly opened a way not to his diety but those outside. War, death, corruption stopped with Golarions removal to reset the spire and memories wiped because as withd Raymon E Feists series merely remembering them is enough to give them a way in. One front of a war that spanned time itself with Golarion and the worlds affected by the gap getting off lucky.
Like you said plenty of options in pathfinder/starfinder and without.

I would recommend the following products that are great for a time travel adventure in the vein of Doctor Who in SF.
Doctor Who - The Time Traveller's Companion from Cubicle 7 Entertainment Ltd. (great rules on different types of time machines, rules on time travel, and rules and information on Gallifrey)
Time Traveler's Codex from Green Ronin (again, great ideas to mine for time traveling adventures.)
Rise of the New Thassilon from Paizo (information on the Dimension of Time, Stethelos, and Tawil at’Umr).

To be fair, The Doctor has quite possibly been to what's left of Golarion. The lock had been broken and Rovagug had apparently absorbed Asmodeus or whatever, but everything from the Devourer-esque black hole to Rovagug's corrupting influence were in full effect. Very much a last-ditch effort to keep the destroyer at bay on The Impossible Planet, wouldn't you say? ;)
In a cosmic sense, we also know that magic has been banned from the Whoniverse. As in, it is actively kept out by the Time Lords in the interests of consistency; counter-intuitively, this make it MORE feasible for magic to appear in relation to a Doctor Who story. The Doctor is sceptical about magic not because it's ridiculous but because it's a personal affront if any actually shows its face in this here universe.
Given the relevance of Triune as a triumvirate god with fingers in such pies as time, relativity, dimensions and space, not to mention a particular fondness for biotech and rebirth, similarities to the Time Lords and their TARDISes rather abound. The Drift bears some shocking similarities to the Time Vortex and could easily be a means of accessing (or a prototypic version of) The Web of Time, depending on how deep into Cosmic Doctor Who Lore you want to get.
Positive Energy and the Plane of Fire are clearly linked in Starfinder, which has fun consequences for Time Lord regeneration, potentially? Maybe something to do with that weird timey-wimey massy-wassy bit in the middle of the Pact Worlds' sun?
Anyway, here are some potentially relevant deities from both Starfinder and ye olde Pathfinder:

You're not wrong, but the Carrionites at least were specifically invaders to this universe. They were actively and wilfully violating Time Lord Law, of which the laws of physics are a subset.
