Innate spells that list a level operate on that level (so "no, they don't auto-heighten").
Cantrips and focus spells follow the rules for cantrips and focus spells (so "yes, they auto-heighten") whether innate or not.
Or did I misunderstand your query?
To what level do the innate cantrips heighten? Is that depending on the level of the creature?
Thanks for the speedy reply :)

Rounded up, to be precise. A level 5 character has level 3 cantrips and focus spells for example.
If "half, rounded up" sounds obscure, just notice that it's exactly the same as the highest level slots as a caster of that level gets. A level 5 wizard or druid also gets 3rd level spells.

All of the Bestiary creatures I looked at list their Innate Cantrips as "Cantrips (Level)". That tells you what level those Cantrips are. Some monsters are better with some of their Cantrips than others, like the Dero Magister.
Occult Innate Spells DC 24; 4th modify memory; 2nd darkness (at will), sound burst; Cantrips (1st) daze, ghost sound
Occult Spontaneous Spells DC 24; 3rd (3 slots) blindness, vampiric touch; 2nd (4 slots) hideous laughter, paranoia, spectral hand, touch of idiocy; 1st (4 slots) grim tendrils, magic missile, phantom pain, soothe; Cantrips (3rd) chill touch, dancing lights, detect magic, forbidding ward, message
A Phistophilus is a 10th level Creature with 7th level Cantrips.
