The second power on this blessing in Core says:
Discard to move to a random location, then explore. This exploration, reroll any dice showing 1 and 2.
Does that reroll power only apply during checks? (If I encounter the monster Elemental, which makes me roll to determine its element type, I don't reroll a 1 in that case, do I?) Also, that last "and" should be "or", yes?

I assume they used "and", because with "or" some people would be confused if they're supposed to choose and ONLY reroll 1s OR ONLY reroll 2s.
And since we're on the Lucky Drunk: the reroll power doesn't say "may" so rerolling is mandatory; however, it doesnt say "all dice" - it says "any dice" which to my non-native English eye implies "any dice *you choose*" - especially since it's been used in that sense in PACG before. So should I reroll all dice (showing 1 and 2) or is it my pick?

I agree it may be a little drawback of the "efficiency" of short sentences.
Pre-Core you knew that if they wanted you to reroll both 1's and 2's, they would have said something like : "Choose either 1 or 2. reroll any dice showing that number". Post-Core, it's a bit less obvious since you less expect that kind of long sentence.
My also-non-native-speaker understanding is
- Both 1's and 2's
- Mandatory
- All dice (you do not select some to reroll)
- Which means you may ultimately fail a check that was successful before rerolling btw, if you reroll 2's into 1's)
Am I wrong?

My non-native-speaker view is the same. It is quite flavourful that it lacks the "may" clause, but apart from a not-so-probable situation you mentioned (well, unless all such dice are 1d4), there might be some situations where you don't want to increase your roll. That is, if you tried to mix Core with Mummy's Mask (somehow), where sometimes bad things happen if you roll too high :)

Let me re-emphasize: he is a Lucky DRUNK :) By following this god (using this blessing), you might be channeling this aspect :) not thinking strategically, but just rerolling all 1 and 2s because YOU CAN. So why not do it? :-D

I guess you needed to be French to be able to be drunk and sober at the same time to see that one coming...

That depends on which dice he/she/it/they uses - if the dice are old-style European ones with dots I am used to, you might be correct. But the original Pathfinder's d6-s have numbers on them, don't they. :-D Also, I haven't seen other dice than 6-sided with dots. I am NOT even considering all the various custom dice with pictures or pictographs on them (e.g. Witcher, XCOM, This War of Mine and many others).

Reroll powers only ever affect checks. The Glossary entry for Reroll says "Roll the dice again on a check. See Roll the Dice on page 12." Roll the Dice, which appears under Attempting a Check, says "Powers that allow or require you to reroll dice happen now." (The Hero Points sidebar also explicitly limits its rerolls to checks: "During a scenario, you can spend 1 hero point to reroll the dice on your check (see Roll the Dice on page 12).")
I suspect that this power should have been worded "reroll all dice showing 1 and 2," meaning you must reroll all dice that show either 1 or 2, but I will verify design intent.

Unrelated to the above discussion, but could we get "on a check" added to the accessory reroll wording on page 11 of the PACS guide? I've completely missed that "reroll" powers only work on checks, and I'm positive that other people have as well. Looking at page 31 of the Core rulebook makes that obvious, but it's easy to overlook that definition.

+1. I've played numerous seasons of Organized Play, and *every* player I've played with has believed (as I have) that a Paizo shirt/mat/etc reroll could be used for any die rolled in the game (and have played that way).
