i am very confused about something
if each discipline for psions locks said psion to using a specific power list
what the hell powers can a generalist psion use?
all of them?
none of them?
i have looked for quite a while, none of the early powers would follow the rules as i read them...that being the generalist cant use other discipline powers, when apparently there is no generalist power list.

Not really the right part of the forums to ask this question. Psions are Third Party product, being made by Dreamscarred Press.

There is a general Psion/Wilder list that contains power accessible to all psions and wilders, and there are discipline specific power list that lists powers which are only accessible to psions who picked specific discipline.

As Drejk has said, the vast majority of psion/wilder powers are available to every psion.
The discipline lists are extra powers that are available only to psions who adopt that discipline.
So if a power says "psion/wilder 4", any psion can know that power. If it says "egoist 4", only egoist psions can know that power. The base psion/wilder list is massive.
Really, all that's happened is that a few sets of "themed" powers that sort of belong together have been set aside for psions of those themes. So if you want to play a movement-themed psion, you get all the "normal" powers, plus you get movement-themed powers and call yourself a nomad.
There is no generalist power list because generalists only get the base psion/wilder list (which again, is something like 95% of the powers that exist).

i get the feeling whoever organized this information in the book and webpage, wasnt very good at it
It's a complicated origin story, and I'm not sure if you're working off of something like d20pfsrd.com or an actual book.
The Pathfinder-compatible psionics are basically the Wizards of the Coast D&D 3.5e Expanded Psionics Handbook, updated from 3.5e to Pathfinder's tweaks, plus some new material. So it's layout origin is WotC, 14.5 years ago.
If you're using Ultimate Psionics, well, it contains a bunch of extra and new classes, feats, powers and so on, but the basic organization still trails back to WotC's. If you are using a web site, well, wow. I find the various reference web sites are great if you know what you're looking for, but to sort of read book-style cover-to-cover and learn a system, web page layout isn't linear, so makes that really, really hard.

That makes me suspect you're using a web page, since the discipline lists are literally at the end of the psion/wilder list.
If you're new to psionics and using the web pages, I'd suggest you might benefit from a PDF of Ultimate Psionics. It's the most up-to-date, and friendliest layout.
