At 6th level, you can spend 1 Resolve Point to grant this bonus to attack rolls and damage rolls against all enemies who are within 60 feet.
Someone just pointed out the damage roll part of this to me. Would it apply to all spells, or just ones with attack rolls?
If someone cast a magic missile, would it add to each individual missile or just once per spell?

It's not explicitly called out, and probably deserves a FAQ.
But, most instances of 'damage roll' but not all, are fully described as 'weapon damage roll' or some variation thereof. However, there are a few that don't specify.
The solarian's photon mode gives you a +1 insight to damage rolls (including damage rolls for your stellar powers)
So, I think I would say it counts towards any roll for damage, spell or weapon if it does not specify one or the other.
Magic missile & multi-ray spells are called out as working like they used to under the technomancer's harmful spells hack. So the damage most likely is only applied once per spell and not per missile.

I agree with Metaphysician. The bonus only applies to attacks which require an attack roll.
That being said... even if you allowed it to benefit other spells it's only +1 damage total (not +1 per damage dice). Not really a big deal post lvl 6. What's the most it could do? +2 for a full attack?
Definitely nothing to quibble to hard about.
