I, the great Nicaros, was curious about the said feat bookish rogue. I am a performer at best and was wondering if this would technically give me a spell list of 0/1st level wizard/sorcerer spells
Bookish Rogue: By studying a spellbook for 10 minutes, you can change one spell you are able to case using your minor magic or major magic rogue talent to one sorcerer/wizard spell of the same level contained in the spellbook. This change is permanent until you take the time to change it via this feat again.
I would like other opinions on this so I may have a valid point toward my GM.

Are you saying if you stole or found a wizard/sorcerer's spellbook and studied it whenever you wanted to change your major/minor spell would it essentially be considered as having a spellbook? that actually sounds like a solid idea. I'd rule it as so, but it wouldn't function the same way and obviously it'd only be the 0th and 1st level spells

No. He has a spell-like ability combined with the ability to change it.
Is there something else that you're reaching toward that such an interpretation would unlock?
I misread and thought he said spellbook. I would say essentially he has a "mock" spell list consisting of the spells in his collection of spellbooks (only 0th and 1st) but only for the purpose of using minor/major magic talents

I like it. You should add some language saying that the rogue must use Spellcraft to learn the spell, the same way a regular wizard would. The talent could grant that skill as a class skill, and the rogue wouldn't need to invest very many points into it. I -might- also extend the use to scrolls. It this seems like a lot, then consider that this is the third talent into the chain.
Uh, this isn't a talent. Nor is it the creation of the OP's. It's a feat from the Advanced Class Guide.
