I have been trying to setup a list for a (soon to be) recruitment thread and the list and * tags are not working properly.

Only the first * has the "dot". Remove a "." and then two have "dots", remove the other "." and then three have "dots". If there are three or more lines of text, whether just a simple '.' or real text above the list or * then the list/dot doesn't work.

As a workaround, the dots appear if your remove the list tag altogether.
You could also use unicode characters

Combine that with a unicode blank space and you can make indented lists.
•List Item 1
•Sublist Item 1
•Sublist Item 2
•List Item 2
•List Item 3

Please provide a complete character sheet for a first level character including, description, personality, look ahead (where you see your character going, ie. multi-class, prestige classes, etc.), history, which includes a good tie in to your campaign trait. You are 1st level characters, so no need for pages of history. No need for an alias yet. Only selected characters will be required to set one up.

Still doesn't work. Change the lead "(" to a "[" (no list in the code) and there is "dots" do not appear.

Hmm... It works for me. I changed the bracket in the quote generated by clicking the reply link. If you click reply to this post does it not generate dots for you?

This is freaking strange. If I leave both QUOTE in (you and me) then it works. If I remove either QUOTE, it doesn't.

*sigh*
I removed all my extensions and it still does not show all dots correctly. However Firefox has under View->Page Style, the choice of "Basic Page Style" and "No Style". Be default it is checked as "Basic Page Style". However, extensions or no, when I check "No Style" the dots show up correctly.
I am using Windows 7, Home Premium. Firefox 62.0.2 (64-bit).
Do you know what the "Page Style" comes from?

Well, tried different browsers, and looked at the No Style Firefox option.
No Style absolutely stinks. None of the Paizo headers / footers, etc. are there. Everything is really awful.
IE is worse than Firefox No Style, and that is with no extensions at all.
Chrome. Well, it works on Chrome. I just have to find a replacement for the Stylish extension, that I use only on the Paizo site.
