Deities are flavor. Races are absolutely not just flavor text. I've constructed each race as a template that you purchase from your initial point total. While your class is much more abstract, your race is fixed. You are limited to those in the setting. That being said, if you wish to make a minor alteration to better fit your background, I will permit it. For example, if you have a dwarf that for some reason was removed from his clan and has never been in a cavern, you might want to swap out his darkvision for something more fitting.

I have a weird concept I've wanted to try in an M&M game. I actually play her as a familiar to a magical child vigilante, but the M&M system makes her work as a PC.

The one I want to play is not the masked heroine, but her tiny, winged sidekick, Fashion Bug. She's a shrinker (like Wasp or Shrinking Violet) but she also works in a fantasy setting as a size-dilating fairy. Powers she would need are:
• Shrink 20: for the subatomic size (-7), though I would normally play her at size -5 (~6") in order to be able to interact and fight. I believe this power alone uses 40 of my 90 PP.
• Sprout Wings and Fly: I'm under the opinion she should fly well at size -5, and be wingless/flightless at normal (-2) size. If the character is approved as a concept, I'll take a more in-depth look into rules.
• Magically Create Simple Clothing: The premise is that Fashion Bug's body accommodates any dress size of zero or less. If unclothed, she shrinks to subatomic size.
Let me know if Fashion Bug is even allowed. If so, I'll hop into the recruitment thread and see what I can whip up mechanics-wise. Fair Warning: I've read through M&M3e, but have never played. I say this up-front in case you worry I'll be too lost in char-gen.
I only will apply as Fashion Bug because RAW allows me to do what no PC can in PF. I normally play powerhouses and martial artists (the Vixen is both), so this will be a fun alternative. I mean, of course, if she's a good fit for the campaign.

TBH, I'm not keen on the size-variability. If she were just at faerie size, I might be talked into it (as there are faeries on Theria). I have been toying with starting the heroes at PL 3, at least at the campaign start, but I'm not sure just yet that I want to do that. You can do a lot with 90 points.

I only like it for stealth—and for the trippiness of everyone towering over you. She would normally be fairy-sized (size -5), using lesser sizes to slip through keyholes or solid objects. She can’t fight or communicate at lesser sizes, so she wouldn’t stay like that for more than the time required for a specific action or purpose. My opinion is -7 size would make it impossible to perceive people as something other than geography, so even fly-on-the-wall spying would happen at fairy size.
That said, if you can’t stand the idea, I get that. Antman and Wasp is pretty corny. And I also have a threshold, as I don’t care for using Enlarge in battle and I never weaponize Reduce. That’s why I wanted to present the concept upfront, so if you would disapprove I won’t dig too deeply into the M&M rules.
So no offense taken if the above is your disapproval. If I didn’t already find the concept fun and visually wild through my PF familiar, I would not attempt to play her as a PC.

I have faith in WhtKnt to let us know when recruitment is greenlit before we start characters. There is a lot of setting and mechanical stuff that is important for him to make available before we start trying to build characters. That being said I too have a preliminary concept in mind I'll build around :D

My plan is to *mostly* play her at fairy size. Smaller sizes are only to get through normally-impossible spaces.
I would be fine not making her use larger-than-fairy sizes, so she's a fairy like 99% of the time, and unseen at smaller sizes, so she basically passes through keyholes/solids.
But if the concept isn't working for you, WhtKnt, I'll respectfully refrain from posting in your recruitment.

@Vixen: Just as a thought, what about not taking Size Reduction and just using the small size as the "trapping" for other powers? It seems like you want to use it mostly as a kind of short-range Teleport. Since this is a Fantasy setting, I'm sure that could be done somehow.
Insubstantial would work as well.

Character Creation
You may create a PL 6 character in accordance with the Mutants & Masterminds 3rd edition rules and the Google document located here.
You are not required to take a racial template. They are there for you to use if you don't have an idea of your own.
No character may have any attribute higher than 5 at the beginning of the campaign. This will be raised as the PL increases.
CHaracter submission will end on [color=red]SUNDAY, 11 August 2019[/color] at [color=red]11:59 PM CDT[/color]. Characters submitted after this point will not be considered.

After reading through your google doc I am sticking with my concept of a human archer who dabbles in artificing if you are fine with the Artificer advantage.

Alright! Starting to look into options, I'm thinking a berserker of sorts, probably dual-wielding handaxes or something along those lines. I'd also be interested in having them be a lycanthrope if that's alright with you--if it wouldn't fit the tone you're going for, or if you want them to be a canid to begin with, that's fine by me. Just let me know.

(PMed with details, along with what parts of my backstory he's keeping secret/lying about). This is my first M&M character, so while I think I did everything correct, I fully expect I did at least one thing wrong that I'll need to change.

The campaign begins in Deepwater, but from there, it's very sandbox-y. I have a few places laid out (The Black Tower, the Caverns of Chaos, Kovlyn Hide, the ruins of Brookhaven, and Xayomm's Lair), but there are a great number of scenario hooks in Deepwater as well (a LOT of hooks). With a couple of exceptions, I'll largely let the characters control their own destiny.
One note: don't worry if you are familiar with the Caves of Chaos (dungeon module B2) of old. While the setup is pretty much the same (a canyon full of caves of evil beings), the layout and inhabitants are very different.
I'm used to using Roll20 for my maps, but this time I'm going to give Google docs a try. I will ask you folks to bear with me as I learn my way around Google docs.
Oh, and I have no problem with the Artificer advantage.
