If you want to play a goblin, participate in the Playtest where it is a core race and anyone can play one. Depending on how the Playtest proceeds, the goblin may continue to be a core race when the second edition of Pathfinder is released in August of next year.

If you are referring specifically to playing a goblin in PFS using 1E rules, you can’t. The goblin race boon was a special award given out to a very select few (roughly 40 people) who participated in the Gen Con special many years ago. It is unlikely any of them remain unused such that you could trade for them. Remember, organized play boons, especially race unlock boons are not to be sold as they have no cash value.

There is at least one unused Goblin boon available at Skal Con this year. Perhaps two.

About 12 months.

So as I know of one that is unused there are 2-3 at least out there. Not quite enough for a goblin only table mind you!
