Recently got into Starfinder with my SO and am excited to get to play at Gencon. We rolled up our characters to participate in the Starfinder Society games but looking at the schedule the only lv 1-3 sessions that are still available are towards the end of the convention. Is there a way to level up ahead of time to meet the min lv requirement for the events (beyond the obvious of try to find a gm in the next week). How detrimental is it to bring a lv 1 to a lv 3 encounter? Would that bring the average party level down for balance or are the modules a fixed difficulty. I know its last minute but my heart sank a bit thinking we will only get to play our duo half the time.

The tiers are 1 to 4, not 1 to 3.
Unless you have tickets for the special 1-99, you can play a level 1 in a 1-4 adventure.
The GM will calculate the APL (average party level) to determine how challenging the adventure will be. If others at the table are playing 3rd and 4th level characters you could be pulled into a high tier.
If this happens, you can play a 4th level pregen that you can apply to you created character.
What adventures do you have tickets for?
You get 1 XP for each adventure and gain a new level every three XP earned. It sounds like you have not download the free guide to Starfinder Society.

You gain 1/3rd of a level per 4 hours of adventure roughly: Most adventures are 1 xp and it takes 3 xp to level once.
A level 1 CAN"T walk into a 3-6. You would be eaten. In that case you would play a pregenerated character instead of your own. Most of them are fairly solid but altronus (the solarion) has problems at level 1 that i'm not sure are gone by level 4.
If you have religious objections to pregens the other option would be to level fast.
roll 20 starfinders is a discord server with a bunch of ongoing games so is cosmic crittermanders
I have very little life so if you poke me over there we can probably grab another player or two and run something.

You're right sorry I missed it was 1-4.
I'm looking at Duskmire Accord 9 for the 1-4 module where we could play the Guild characters we made.there are several 3-5's
the only other 1-4 (since we dont get xp for repeating Duskmire) is Dreaming of the future on Sunday at 2 am.
Reading the Guild guide if I'm understanding it right we can play pregens appropriate for the higher level missions and any adenture credit (credits/fame/loot) gained in that mission is banked until we reach the level of the Pregen.
The only way to gain xp for the Guild Character is for them to participate in a mission correct? Or is XP part of an adventures "credit"

You can earn 1 XP for your character by playing an SFS Adventure with that character.
You can earn 1 XP for your character by GMing an SFS adventure and applying the credit you get to that character.
You can earn 1 XP for your character by playing an SFS Adventure with a pregen and applying that credit to you character (though you don’t get to apply the credit until you are an equivalent level to the pregen you played)
You can earn 3 XP for doing any of the above with a Sanction SF Adventure Path, though this will generally take 3 times as long to play as a normal SFS Adventure.
Each 3 XP you gain gets your character up 1 level.
You can play an adventure that you do not have an appropriate character for by playing one of the Iconic pregens and then apply credit to your character when it reaches the appropriate level. So, you can always play a SFS game you signed up for, just not necessarily with your character.

One thing Bill missed is that you can take the credit for playing a higher level pregen on a 1st level character (only a 1st level character) even if that character 1 or 2 XP on it. You would get 720 (or is it 700... don't have the guide handy) credits instead of the amounts listed. You would access to the items however.
Other wise, you would have to hold the credit from the chronicle until you get to the level of the pregen.
As Bill stated, sign-up to play use the pregens. The pregens are pretty good in Starfinder.
