I've made a 17th-level mind breaker mystic, who is meant to be something like the Joker, in that he is incarcerated, but keeps getting out to wreak mayhem across the solar system.
Unlike the Joker, no one knows, believes, or can prove that he committed any violent crimes. Everyone know he's completely insane, and potentially dangerous, and that's why they keep him locked up, but they've never been able to definitively connect him to any of his actual murders (he relies on his psychic attacks or summons to kill his victims, leaving no physical evidence behind).
For this to really work though, I'll need help with a few things:
1) Advice on how he is able to essentially walk out of a high security asylum at will, for days at a time, without anyone realizing that he's gone.
2) Advice on preventing things like divinations and security surveillance from outing him for his murder sprees.
In short, I'm worried the concept falls flat on its face and I'm looking for advice on how to make it work within the context of the Starfinder setting.

He needs a double if people aren't going to realise he's gone. Planar binding might do for that. For actually getting out suggestions and subjective reality might help.
Disguise self will help some but I'm not sure what the limits of divination and security surveillance are in Starfinder. It might help if he's crazy in a way that makes him believe he didn't commit any of these murders, and people have read his mind and so 'know' he wasn't involved.

Nondetection helps against surveillance, Disguise Self helps against thing like Retrocognition. Most other divination isn't all that helpful unless they're Mind Probing him, which might face legal obstacles.
For walking out, Shadow Walk or Ethereal Whatever are 6th level spells on his list. Maybe they don't know he has access and haven't done the dimensional lock equivalent on his cell.

Will you be actually *playing* this character in a game, or is this an NPC villain your party will be ultimately facing, or is this simply a concept you've come up with because you're just doing it? I'm not judging, I roll NPCs and alternative characters all the time, though all (or most) eventually get used in game play one way or the other. If the character is just fluff to pass the time...
1. Magic. The one-size-fits-all solution.
2. He has one or more minions in the prison security service that keep him from being "disturbed" while in "solitary"
3. Like the Joker, he has a crew that frequently takes the fall for him, and is able to hack/destroy any evidence, and/or kill any witnesses that come up.
4. He has the system's governor/king/duke/president/whatever under his control.

...or is this simply a concept you've come up with because you're just doing it?
More this than anything at the moment, though hopefully I will get the chance to play it someday. Thanks for all the awesome advice! :D

I read this bit in the Pact Worlds book and I’ve been dying to have fun with it. I think it could enhance your character, if it works with your idea. The Divine Blessing feat gives a different benefit based on your deity. Worshippers of Weydan can select a new appearance for themselves whenever they arrive on a new planet.
I could see an insane genius criminal using that his advantage. Commit a crime in space and then get sent to a planetary prison. Get a new face when you land and then make-up a story of how the criminal swapped places with you and escaped! You don’t even look anything like him after all. You can escape in the confusion then. That’s good for a few jails at least before they catch on.
