Recently tried to order a pdf for an adventure path plus a subscription to the monthly AP program. Tried one credit card and it came back as unable to process twice so I tried another, thinking it was an issue with the card. I checked my account with the first card and even though the Paizo website stated that it was unable to run my card, it charged me twice for the pdf. I'd like to know who to talk to about getting those two charges refunded to my account...

You have not been triple charged. What you are seeing are authorizations. Your card was being declined because it was failing that address verification system. Usually this happens when the billing address attached to the card does not match what the bank has on file.
Each time you tried to submit the order your bank was pinged to make sure the card was valid. When this happens most banks will put a temporary hold on the funds, which can look like a pending transaction on your end. Because the card was declined we cannot finalize those authorizations. If not finalized authorizations will expire and the holds will be released. How long that takes is up to your bank and not something we can control.
