1-00 is a tier 3-4 scenario designed to play with level 4 pregens.
I originally believed this was to allow the chronicle sheet to be applied to level 3 PCs, however the Guild Guide specifies that such chronicle sheets can only be applied once the PC reaches the same level as the pregen.
This has me wondering if the reason its tier 3-4 is to allow level 3-4 PCs to play it, or is this is just a confusing typo?

Since that'd be an exception to the normal rule I'd expect for it to be explicitly stated in the scenario.
If by “normal” you mean the general rules for pregen credits, then yes it would be unusual. However, this is a pregen only scenario and like others of its kind, you are not restricted to only the level of the pregen. Refer to some of the PFS special scenarios like 7-98 or 7-99.

Random note on searching for certain numbered scenarios:
Most of the time (exceptions occur in cases of casual conversation) we end up using an En-dash to denote number ranges. So most scenarios end up looking like 01–99 and not 01-99 when written out by someone who works a lot with the in-house styles. It looks like the website generally picks up the difference, but if you're searching in documents (like PDFs) this is pretty important.
If you're on a Windows PC, you can generate an en-dash by entering: alt+0150.
