I would say "generally no". Here's why...

Ignore how you got to this occupied area. Imagine you just got there absolutely, positively undetected. Then your immunity to detection was shut off.

Can you Stealth? Not without cover or the Hide In Plain Sight ability.

So, if you're using teleport to get somewhere that you can be observed, then you... can be observed. The teleport part of the process doesn't matter.


Using Stealth alone, you would have to teleport behind cover or concealment in most cases; a pillar, bush, or tapestry. Whether you consider that close enough to be 'occupied' or not. Otherwise, maybe if they had an ability that let them blend into crowds (and it was suitably crowded) maybe, but if it's that crowded you might not be able to teleport into that space at all.


Casting invisibility on yourself prior to teleporting would be the best solution. Stealth will work if you teleport to a concealed location, but normal stealth rules apply in this case as the others mentioned so it may or may not be possible.
