Initially I was going to ask this of the forums, but found the answer myself and thought the community would benefit from the answer if they have a player ask the same thing.
The Legacy races in Chapter 11 of the Starfinder Core Rulebook (pp.506-511) are not considered always available as the Starfinder Society Guide states "The choices offered in Chapter 3 of the Starfinder Core Rulebook are always available" (p.20). This indicates that by omission, Legacy races are NOT Starfinder Society legal without a Personal Boon granting otherwise.

Thursty has posted that they are working out how they will unlock the legacy races section, but that they wanted to focus on the actual Starfinder Core Races first. So we expect, eventually, they will come around, but I anticipate seeing some other, more alien-like races coming in (and not just from charity auctions) for a while before that happens.

That makes sense, not much point opening up a galaxy of possibility only to retread the same ground.
It was something I was curious about as to head off players that might have an eye on them when I start running Society locally and thought to share it as other GM's may have similar experiences.

Absolutely worth keeping in the forefront of people's thoughts given how much excitement can drive away higher thinking. :) I paraphrased Thursty to avoid the likely follow-up question of 'will we be able to later?' cropping up. That way we can focus on, 'how can Starfinder get rights to David Weber's treecats (or find a way to do a near-cat version of them)! Important things!

I know they're not core races anymore, but I'd like to see the legacy races available sooner than later and without a bunch of of hoop jumping involved. I'm pretty sure the legacy races would be a much easier sell to those on the fence about joining a sci-fi game if some more familiar choices (other than human) were available. Those races are going to be less attractive to those already sold on the setting, but nice and comfortable to those who are hesitant.
I'm all for as many races as possible as fast as possible (cantina map is coming, let's fill 'er up!) And those legacy races are ready to go in the core rulebook.

I can forsee a series of scenerios where race boons show up on the Chronicle Sheet:
Like you adventure on Castrovel and when you're done there's a boon where you recruited some elves into the Society and now you can make an elf.
Maybe you save a Dwarven Citadel Ship and you get a chance to let a Dwarf join the team.

There were several different races you could choose from. Tier 1 opened up the option of Puppyfolk (I forget their actual name), Tier 2 catfolk, and lower tiers some others. Races at tiers above whatever tier you were GMing got crossed out.

Where do we get the details of the regional support program....I can't find it anywhere?
As far as I know, it hasn't been released yet. It's one of the many things mentioned in the guide that they're still working on getting online (other things have been added this week though, so progress!)

New thought. If you have one of those unused elemental race boons or tri race boons from x years ago, go ahead and use as a "legacy race" starfinder boon or some variation of such.
This pretty much only benefits people that have been playing PFS for a while and decided to save a stack of boons for whatever reason. Outside of maintaining the same venture corps, it seems pretty clear that Starfinder Society is setup to be an independent venture from PFS, which it should be as there's an entirely new audience that has never played Pathfinder interested in Starfinder.

I played the Quests at GenCon slot 1, and my table was with five other players, none of which had a PFS number.

Hey folks!
As mentioned, we're aiming to get Legacy Races out to players initially via the Regional Support Package boon (get talking to your local VOs about getting this in your area). Obviously, there's a lot of desire to play legacy races, and the Organized Play team will be monitoring the situation to see how it develops and if we need to introduce other vectors for people acquiring this boon.
Given how Starfinder is an entirely new system, we (Org Play) deemed it prudent to try to focus on the core races at launch, just in-case internal play testing missed something that would develop into "Space Halflings break the game ZOMG!!!!". As we get more relevant data from people running and reporting games with the core races, we'll be looking at opening things up in this regard.
Anyways, continue with the conversation! I'm already seeing a lot of interesting ideas coming out of this thread.

My goodness... I did not expect this thread to gain as much traction as it did for a new Organised Play GM.....
Anyway, I am sure I'm not the only one looking forward to playing a Goblin Mechanic keeping everything together with tape and string.
Goblin mechanic? Unlikely in organized play. Crazed Gnome Bleachling or Greedy Tengu who wants all the shinies? Much more likely.

We've been waiting for the PFS Regional Support Package boon in my area for months to no avail are they going to be more forth coming now that the big cons are over and starfinder is out?
I dont know who the 'they' are you are referring to, but your local venture officers are responsible for rolling out the boon program locally. Contact the venture agent for your location. Or if you dont have a venture agent, you venture leutenant or captain.
