Considering how Sivanah offers six domains*, but she's well, kind of elusive and not quite so easy to pin down... who knows?

Offering a subdomain doesn't mean they grant access to the domain. Most of the times in which this happens, like with one of the Great Old Ones that grants access to the Ice subdomain, it was explained that it actually doesn't grant access to the domain.

Oh, I'm not disputing that she'd give access to anything else of the Chaos domain other than the Protean subdomain, merely that she'd have access to six "domains", namely, Chaos (Protean), Knowledge, Madness, Magic, Rune, and Trickery - which is always nice for, say, an Ecclesitheurge Cleric!

i would say its more of an influence than power, you could have a super powerful god that only grants 2 domains or a fairly weak god that offers 18 domains just because one offers more or less domains doesn't mean they are more or less powerful
I agree with this, and the game supports this idea, too. Mythic characters of can grant up to 4 domains before even hitting CR 15, likewise a CR 14 Elder Deep one can grant 4 domains with it's "Deific" special ability.

Erm, what? I remember asking a dev about the Ice subdomain that Kostchtchie grants without having the Water domain, and the answer was that when a deity grants a subdomain of a domain they don't normally get, it DOES grant that domain but only with the subdomain as well.

I think it's both a combination of influence and power. Lamashtu's rise involves taking a domain, implying you at least need enough power to hold on to what you have against usurpers.

Yeah, if you're dealing with demonlords and the like, yeah, you're definitely going to need power.
If a GM is running a non golarion homebrew setting, they can say that around CR 13 is a starting point for godhood. A monster like a Flying Polyp (CR14) may take eons to find and face a creature powerful enough to destroy it, as mentioned in the B4. The Cherufe (CR13) is said that it often becomes a creature of legends and is referred to as a "Volcano God" by the commonfolk that live nearby. So at least the game notes that even the lower CR monsters have substantial power.
But that's generally only true if you're not running a game that uses every monster available.

In my home brew, I have a dramatically smaller list of deities than you find in Golarion (13 total deities who grant divine spell casting). Each of them have a bunch of domains. (I've always hated the ever expanding list of deities that seem solely to exist so some new, esoteric domain or subdomain can be added to the game.)
So, it depends on the situation.

That changes the answer to "more powerful than all others, because every cleric worships the same god now." After all, who wouldn't want a third domain?
I'm pretty sure there are people who wouldn't give up their beliefs for magic, period. Let alone gaining one more power in a suite of magical powers.

Any cleric who doesn't worship Pulura? There might just be more to religious fervour than the number of domains a cleric can get.
