It happens every GenCon weekend. Big releases = big PDF download numbers = slow download server responses, if any at all. It's not just you, or anything new. SOP for Paizo's servers every year.
And it's not really something that can easily be fixed. They'd have to have everything in their downloading and personalization process virtualized and then move everything over to a scalable cloud host to be able to adjust appropriately for GenCon weekend. Heck, really even just for GenCon Thursday, and then after those few scant days they'd have to dial it all back down to just the internally-hosted system. It can be done, but not very easily, and certainly not cheaply. I know from my past dealings as a Cloud Admin/SysAdmin that Azure and AWS are both an arm and a leg for a one month service contract.
