I don't see why not. The sleeves of many garments are illusory though, so it wouldn't be functional in the same way as a true adventuring outfit. Conversely, you could not turn an adventuring outfit into a swarm suit and have it protect you against swarms.

Are we sure about that? I've always heard that sleeves of many garments do grant the bonuses.
It makes no provision for not changing the effects of clothing, and the fact the sleeves automatically mend and clean any garments they transform (note: not disguise) suggests there is some physical change that occurs.
Also, it would be the most potent illusion in the multiverse, as the spell does not say that even true seeing can see the 'true' form of the clothing. There's also no way to 'disbelieve' the effect.
Much of the language (transform, revert, original form) suggests that the change is not merely illusionary, especially when compared to similar items which use different language (disguise, reveal, disbelieve).

There was a long debate on that here.
I believe it was decided that the effect was illusory and couldn't actually provide a physical benefit.
