My husband's character just gained a level, making him a level 2 Sorcerer. He has a familiar from the Arcane bloodline with the Sage (http://www.d20pfsrd.com/classes/core-classes/wizard/familiar/familiar-arch etypes/sage-familiar-archetype/) archetype. Does the familiar gain new skill ranks now? Anything else that needs changing? The familiar table with abilities on it doesn't mention skills ranks or feats or anything on the master leveling up, so I'm a bit lost...

Familiars never gain feats or skills. For skills they use the better of their own skill ranks or their master's ranks, but they apply their own attribute, size, class skill and what not bonuses.
Note, if you have an improved familiar or one with an archetype this can be different, but it does not sound like that is the case here.
Edit: just realized you said sage familiar, they gain 2 skill points per level and get bonuses to knowledge skills.

Considering the sage archetype gives up the familiar for an arcane blast, I'm not sure how he has it in the first place outside of Iron Will into the Familiar Folio feat that gives one...
Edit: My bad. Misread who was the sage in this scenario lol. Java's right. It gains 2 ranks per level as part of the archetype.

Thanks! Does its intelligence bonus/penalty apply as with PCs?
Familiars normally gain nothing when their masters level up aside from what's given in the familiar table. The archetype specifies 2 skill points per level, so it will gain those. Intelligence won't play a role, positive or negative. Remember, it is the MASTER that's levelling up. The familiar never gains HD.
