Creating Igor of Persona 3 / 4

Hello everyone, I'm brainstorming on how to create a character based on the character Igor from Persona 3/4 . This is just a mental exercise, so there's no looming deadline to deal with. 20 point buy, 2 traits, preferably no 3pp. I've never played a full arcane caster, so I'll probably need advice with spell selection, which would probably be based on party composition and campaign.

Igor is an important character in the Persona video game frachise, although he's not fleshed out too fully. In short he has the ability to foresee the future with tarroh cards, and often advises others, helping them achieve their true potential. He is very polite, yet has a rather unseemly appearance with a long nose and bulging eyes. He is very well dressed though in a black suit with white gloves.

I love Igor, but I don't think he makes a great PC character... The dude is all about being an enigma and never getting out of his chair to do anything. Its implied that he's some kind of higher entity and definitely not human.

We never see him using any "flashy" magic. Mostly he just utters predictions and encourages the main character to seek out the truth behind matters. I'd say his primary stats are probably WIS (he is very insightful and generally understands the heart of things) and CHA (he's a very intimidating/forceful figure). INT should also probably be reasonably high. His physical stats are a total mystery because he never seems to get up, much less leave the Velvet Room.

With those things considered, I'd expect him to be either a Bard (Perform:Oratory, Bardic Knowledge, casting-focus) or some kind of Oracle (maybe Seer archetype, Lore or Occult mystery).

Isnt Igor on par with or a higher power than an Archangel? not angels and archangels as they appear as enemies in Persona but wasnt Phillimon supposed to be an incredibly powerful entity described as an angel? i seem to remember Igor as on par or more powerful than him at least. I dont think he could be well represented as a PC as most of his abilities would correspond to "GM Fiat" or "GM Railroading" since he basically has perfect visions of the future but only shares the information as vague hints while effectively making new classes to hand out to the PC.

A cult of some kind that believes he exists and wants to emulate him though could be a PC. I dont think Igor himself would care much if he was worshiped and he wouldnt grant any powers beyond how he normally operates. You could describe Igor as making the PCs into his Avatars to accomplish his goals but its more of Igor helps PCs make Avatars of themselves because he believes the PCs are capable of achieving great things.

Its possible Igor exists as a part of all human subconsciousness and has a vested interest in humans surviving so that he can continue to exist but even that isnt exactly spelled out.
