The scenario refers to the the traits of the top card of the blessings deck but doesn't tell you to reveal, examine, or flip it over. Should that be the blessings discard pile instead?

Until proven guilty or FAQed, it means you just look at the card on top of the blessing deck and put it back face down. It wasn't revealed, examined nor flipped.
You do not lose the game if the blessing deck is empty in that case IMHO.
