Yes and all he would get would be the benefit of protection from evil. It would not keep out summoned creatures because to do that the spell would have to affect them. When you use Fervor to cast a spell you can only affect yourself even if the spell normally affects others. This pretty much means you can’t cast anything but self-buff spells using it.

It still provides all the buffs mentioned in PfE, including prevents bodily contact by evil summoned creatures. And yes, you're using a 3rd level spell for a 1st lvl spell effect.

Fervor does not change how Magic Circle works. It just prevents you from casting it on anyone besides yourself as a Swift.
You cast the spell, and it has its normal effect on you...a 10 ft. radius area that functions as Protection From Evil.
Fervor stops you from TARGETING other people with the spell, so you couldn't Swift cast something like Blessing of Fervor on the whole party with it, but it doesn't change the existing effects of spells beyond your targeting limitation.
