Most of SCABBARDs have said they can use on what type of weapon except SCABBARD OF VIGOR.
So, what is the common view on it in PFS?

PFS doesn't typically cover minutiae such as this. They focus more on creating content, and less on micromanaging rules. There is a Campaign Clarifications document for ambiguous or contradictory rules issues, but for something like this just go with weapons that usually fit on one's belt.

So, probably not polearms, two-handed bludgeoning weapons, nets, most ranged items, or other items that just aren't carried around in a scabbard.

If it's a blade of some sort, you're probably safe.
