No.
All spells and effects end at the end of a scenario with
the following exceptions:A character may have one each of the following spells that
carries overs from scenario to scenario: continual flame,
masterwork transformation, secret chest, and secret page.
- continual flame -- Permanent
- masterwork transformation -- Instantaneous
- secret chest -- 60 days or until discharged
- secret page -- Permanent
Why is masterwork transformation in this list? It makes no sense.

Campaign leadership doesn't want PC's to be carrying more than one item that's masterwork by the spell. IF however said masterwork item is then enchanted, that slot is now free for another item.
Originally... the spell had been banned entirely.

As an instant spell of 2nd level, it's aura fades in 1d6 rounds. After that, there is no way to tell the spell made item from an item that was made that way. If you can buy masterwork items, then how can they tell if you bought it or spelled it?

It's probably almost a non issue now that blood money is gone. But if you're casting it yourself it does let you upgrade without having to rebuy the weapon or tool by selling it for half. A character casting a bunch of these could save a few hundred gold by not selling back for half their first weapons, thieves tools, etc.

Because of how it was recorded on your ITS.

Main reason for allowing Masterwork Transformation was to be able to upgrade an heirloom weapon and bring honor to your family again!
