Black Blades rarely have a "single" goal, most often the goals are something with no finite end, there are always more spellcasters who need silencing, places of chaos that need order brought to them, ect.
The two blades being siblings doesn't mean they will want to work together, most Black Blades detest one another, but being "related" probably forged or created at the same time, means they two share a bond, but siblings can an often do fight with one another.
In my head canon for my character whom I can transpose in just about any setting, tabletop, anime, video game or otherwise owns a katana called Mangetsu. Mangetsu is one of two sibling blades, it's sister is Shingetsu.
There names literally mean "Full Moon" and "New Moon" and they are opposite in power, but both are loyal to their wielders, my character and his evil/no longer evil twin brother.
When the two brothers fight the blades fight, but being equal if opposite it's hard for either pair to best the other, but when my character's brother eventually comes to his senses and works to fight with him instead of against him, then the two blades work as one, and there is few who can stand against them.
Determining the purpose of each blade is important, perhaps the maker made their goals purposefully opposing or contradicting in nature, as to be a constant test/reason to improve and become stronger for the wielders.
Rivalry prompts strength, and all cooperation when the chips are down, when you know each other as well as rivals do you are like two people sharing one mind, you know exactly what the other will do when and where.

I am running a campaign and 2 of my players have black blades, I have been trying to think of how their personalities will be and what their goals are. I want them to be sibling blades, I thought of an idea for their goals but my question is what happens when a black blade accomplishes it's goal?
The answer to that question is one of those Paizo left in the "GM's Option" category, along with the purpose itself.

True: "whatever seems appropriate"
'go to sleep', sword fades away to a higher plane, turns into rose petals, randomly explodes, "I'm a real boy now!". Whatever you want.
Generally, make such an action a 'end of campaign' thing. IE- don't rip out a character's class features.

Well both blades were created by a powerful being (don't want to say too much because I'm not sure if my players visit these forums or not) for the main purpose of adding these heroes in a quest to stop a rift in time from destroying reality. The heroes were prophesied 1000s of years before any of them were born and the blades have been around and dormant since. One of them is going to be LG and the other is CG so i'm thinking there will be some rivalry between the two on how to accomplish the goal.
