RAW, debatable. RAI, definitely not---they've made it clear they don't want anything remotely TWF going on with Dervish Dance.

Creating a mystic bolt requires the hand to be free, but the bolt appears only briefly, so a warlock using mystic bolts has a free hand any time she isn't attacking with a mystic bolt.

which is why they didn't try to go overboard with dervish dance, since it is hard to draw a unilateral line and attempts just make the feat clunky. But all the 'dex to damage on the unarmed strikes too' threads, they got paranoid.
